Key Findings:
- Majority of the population are not conversant with details of the Fourth Schedule – Constitution of Kenya 2010, and therefore cannot differentiate between national and devolved services.
- Public participation on budget-making process is improving, but there is lack of follow-up.
- Many projects indicated in the CIDP as ’on-going’ are either lagging or non-existent.
- Governor’s job approval in some counties was irrational i.e not dependent on the Governor’s performance but national politics.
