County Revenue & Accountability Survey

Key Findings:

• The County Governments, collectively, generate less than 10% of their Budgeted Total Revenue
• Some Counties with similar GCP have different Annual Revenue Targets. This needs additional stratified research eg Narok vs Taita Taveta, Homabay vs Migori etc
• County Revenue collection can be improved via internal benchmarking, without overtaxing the masses.
